Gorgeous Dress! Runs a bit small

This is an absolutely gorgeous dress! I'm 5'4"/ 116 lbs / 34B bra size and the small is pretty snug in the bust/rib cage area - but I'd be swimming in the medium. The dress doesn't really have any stretch or give. I am going to wear it with 3" heels and need it hemmed a decent amount.
